Best co-op faction pairs for an Immortal Empires campaign

Pairs of factions by the co-op planner's rule: close starts, little competition for the same climates, shared enemies — pairs whose victory conditions clash are left out. Patch 9.0.2.

COMPUTEDThe co-op planner's rule for every pair of the 90 Immortal Empires factions that start with a settlement. Left out: pairs where either victory condition says to destroy the other or both name the same province (161 of 4005). The rest are ranked by score = distance percentile (how close the two starting capitals are among all pairs, 0 = closest) + average climate overlap (how much of the land each can settle the other wants too) − 10 × shared enemies in their victory conditions. Lower is better: close enough to help, not fighting over the same land. A side without climate rules counts as 50% overlap.
